Studies on Burden of Care (Ageing Population)
Here are studies from Hirsch, Lawton, Roy Griffiths, Townsend and Pilcher on the UK's ageing population.
Hirsch
Hirsch
- Hirsch argues that the ageing population presents financial questions on how this period of older age will be funded.
- The options are to delay retirement age or increase contributions from taxes or savings.
- Hirsch concludes that the current move towards early retirement must be reneged to meet the challenges.
Lawton
Lawton
- Lawton argues that the removal of the compulsory retirement age of 65 in 2011 has given older people the choice to work longer if they wish.
- This aids the U.K.’s economic growth.
Roy Griffiths report
Roy Griffiths report
- In the 1980s, the government asked Roy Griffiths to conduct a report into the use of resources and labour within the NHS - culminating in the introduction of management within the healthcare system.
- The report also saw the responsibility of funding (either residential or care at home) being given to local authorities from centralised government. This change in policy was introduced to provide social care for the growing ageing population.
Housing policy
Housing policy
- Housing policy may be affected by an ageing population: more care homes, sheltered accommodation and retirement homes will be needed to accommodate this growing demographic.
- Housing will also need to be accessible and adapted. The ONS states that availability of suitable accommodation directly impacts the length of time older people can live independently. In turn, this impacts the subsequent demand for social and health care services (ONS, 2020).
Townsend & Pilcher
Townsend & Pilcher
- Townsend argues that older people are perceived negatively through social construction as relying on low benefits and services which may push them into poverty.
- In ‘Age and Generation in Modern Britain’, Jane Pilcher considers how age affects peoples’ identities and disadvantages them.
