Mr Pilkington, like Mr Jones, the other farmers and Napoleon, exploits his workers. He appears to be able to do what he wants, while the animals work hard and suffer. He is also violent and rules through fear.
He neglects his animals and is seen as being corrupt. He is depicted as petty.
In Animal Farm, the characters with power are petty, cruel and cowardly, as well as dishonest and heartless.

Mr Pilkington is an allegorical figure for Churchill.
