# Countries Left Out of the Treaty of Versailles

History: Cambridge International GCSE The Twentieth Century (Option B), topic 1.2.9

## Countries Left Out of the Treaty of Versailles

Several countries lost out in the Treaty of Versailles, including Russia, Italy, China, and Japan due to territorial and political disagreements in 1919.

### Russia's exclusion

![Russia's exclusion](https://image-v2.cdn.app.senecalearning.com/2018-11/f707456a-0f07-44d8-940d-ec6219816c92/russian-flag.jpg)

- The Treaty of Versailles did not include Russia, as the Bolsheviks signed a separate peace in 1918.
- Russia lost land to Germany through the Treaty of Brest-Litovsk before Versailles.
- The Allies doubted Russia's new government and left it out of negotiations in 1919.
- Russia felt isolated and excluded from post-war decisions.

### Italy's disappointments

- Italy entered World War I in 1915 expecting new territories as promised in the Treaty of London.
- Italy did not receive all promised lands, such as parts of Dalmatia and Fiume.
- Italy protested at the Paris Peace Conference, claiming a 'mutilated victory'.
 - Italy felt betrayed and grew unhappy with the treaty's outcomes.

### China and Japan

- China hoped to regain control over Shandong Province from Germany.
- Japan took over Shandong and other Pacific islands granted by Germany.
 - The Treaty gave Japan's control without China's consent in 1919.
- China felt humiliated by the loss of its territory to Japan.

### Japan's discontent

- Japan wanted a race equality clause in the League of Nations Covenant to promote equal rights.
- Leading powers, especially Britain and the USA, opposed Japan's proposal in 1919.
 - The denial of this clause angered Japan and caused dissatisfaction.
- Japan felt its status as a world power was not respected by the treaty.

### Impact on future relations

- Russia's exclusion deepened Cold War tensions later.
- Italy's unhappiness helped Mussolini rise in the 1920s.
- China's humiliation contributed to nationalist movements.
- Japan's anger partly led to its aggressive expansion in the 1930s.
- The treaty left many countries dissatisfied and with unstable geopolitics.
